UK Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Balance Books
Based on a recent survey of local authorities, English councils are preparing to sell social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.
Growing Financial Challenges Prompt Asset Sales
The Key Cities Group for major urban areas in the UK reported that six out of ten of local authorities are planning to sell assets to meet the escalating costs of adult and children’s social care.
Local governments have previously come under fire for selling public land and land to support their budgets, but they contend they must continue to raise vital cash from property disposals or declare themselves bankrupt.
This coalition said that a significant number of authorities seeking to raise money from a quick sale of assets represented “a clear change from 2024, when the largest share (60%) of local leaders stated they would focus on service redesigns and utilising financial reserves to manage increasing financial challenges.”
Detailed Cases of Planned Disposals
One local authority in southeast England said its asset disposal plan featured the sale of a retail complex in Rainham and a community venue in Rochester to raise 20 million pounds over five years.
- Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.
Council Tax Increases and Broader Financial Pressures
This research of councils in the key cities group, which covers several urban centers, further found that over seven in ten of authorities will have to raise local levies next spring to address the rising cost of essential services, increased rates of homelessness, and a longstanding housing shortage.
The authority said it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.
“We are adopting innovative approaches but some of these require time to achieve both improved services and cost efficiency,” stated a council leader.
He added: “We face demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”
National Patterns and Projections
A survey of county councils recently also found council budgets being stretched by the growing number of children and older individuals needing Send support.
A network of councils projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.
Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a policy document outlining those changes has been postponed.
Disadvantage and Funding Gaps
Based on the latest indices of deprivation (IMD) covering English councils, many key cities members were among the most deprived in England.
- “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 IMD measures,” noted the study.
“While only one key city is in the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the worst-off 20% of England. The figures highlights the extent of difficulties confronting local leaders across key cities in the coming year,” the report added.
“Local government leaders have been explicit about the need for a equitable and lasting financial structure that accounts for and responds to the real levels of deprivation and demand,” stated a council leader.
“Without this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the disadvantage of their communities.”
A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the survey revealed.
